No private networking between servers: traffic between two of your own servers uses their public addresses
Regions cannot be changed in place; moving means a new server and a DNS cutover
Prepaid terms are not pro-rated if you destroy the server early

A busy site with logged-in users: Sessions, carts and search cannot be cached away. Four cores and 8 GB is where those stop queueing behind each other.
A small fleet on one host: Five or ten sites with their own databases, isolated by container or by user, on one bill.
A self-hosted toolchain: Git, a registry, a wiki and a CI agent for a small team, all on one machine you control.

Line

VPS-8 sits on the Standard line. Cores on this line are shared with other tenants on the same host. Bursts are quick; an hour pinned at 100% is not something a shared core can promise.

Is VPS-4 or DC-8 the right one?

Both give you 8 GB. BD-8 gives four shared cores for $12.90; DC-8 gives two pinned cores for $71.90. Shared is faster when your load is spiky, pinned is faster when it is constant. Pick by the shape of the load, not the core count.

How much traffic does 4 TB cover?

Outbound only — inbound is free, and traffic between your own servers inside a region is not counted. As a rule of thumb, 4 TB is roughly a million page views of a 4 MB page, or far more of a well-compressed one.
