A plan costs the same in every region its line runs in — from $7.90 a month — so choosing where is a decision about distance and jurisdiction, never about budget. Not every line runs everywhere: the classic lines deploy across 14 regions, while the Unmetered, Value and GPU lines have their own few sites, and dedicated servers are built in 2 countries.

Three regions have a page of their own because there is something specific to say about them. The other 44 are deploy targets: the same price for whatever lines they carry, and no separate page to pad out.

All inside the EU or the UK. Frankfurt is the default on the classic lines and the one you get if you deploy without choosing; Nuremberg is the Value line's single site.

2 countries, and one named city.
The European metal is sold at country level — we are not told which facility a build lands in and we do not publish one, so the country is the commitment. The US machines are built in Vint Hill, Virginia, which their supplier does name.
Choosing
Three questions that settle it.
In roughly this order. Most people over-think the first one and forget the third entirely.
Who is waiting for the response?
Put the machine near them. If that is your users, pick their continent; if it is an API you call on every request, pick that API’s continent instead — a chatty back-end integration can matter more to page time than the visitor’s distance.
Does anything require a jurisdiction?
Contracts and procurement sometimes decide the region before performance does. Our European regions are in EU member states or the UK; Dubai is in the UAE. Location answers where data sits at rest and nothing more than that.
How hard is it to change later?
Harder than choosing well now: a region move is a snapshot, a redeploy and a DNS cutover, with a new IP address. It is an hour of work rather than a disaster, but it is not a setting you can flip.
