VPS-2 is where a site with a database of its own starts to behave. The cores are Ampere ARM rather than x86 — ideal for anything you install from your distribution’s packages, and the wrong machine if you ship a binary compiled for x86. 4 GB of RAM leaves room for PHP-FPM or Node alongside MySQL or PostgreSQL without either process being squeezed.

A WordPress site with its own database: Application and database on one box, with 40 GB for uploads and backups. The common shape for a small business site.
A small API in production: A Node, Go or Python service behind a reverse proxy, with room for a cache.
A staging copy of something bigger: Same operating system and stack as production, a fraction of the price, and destroyable when the branch is merged.

Line

VPS-2 sits on the Standard line. Cores on this line are shared with other tenants on the same host. Bursts are quick; an hour pinned at 100% is not something a shared core can promise.

How is this different from HF-4 at $26.90?

HF-4 runs on higher-clocked hosts and gives you 128 GB of NVMe rather than 55 GB, with twice the memory. If your work is single-threaded and clock-sensitive, the difference is worth it; if it is not, it is not.

Will one vCPU handle traffic spikes?

Bursts, yes — shared cores are quick when neighbours are idle. A sustained hour at 100% is what shared vCPU cannot promise. If that is your normal, look at the Dedicated CPU line.
