A database that wants to stay in memory: 16 GB lets a mid-sized PostgreSQL or MySQL working set live in RAM, which matters more to query latency than core count does.
Several production applications: Three or four services with their own runtimes and databases, sized so none of them starves the others.
An analytics or reporting box: Batch work that runs hard for minutes and then idles — exactly the shape shared cores are good at.

Line

VPS-16 sits on the Standard line. Cores on this line are shared with other tenants on the same host. Bursts are quick; an hour pinned at 100% is not something a shared core can promise.

What is above VPS-16?

DC-32 if you need cores that are never shared, or a dedicated server if you want the whole machine. We would rather point you at the right one than sell you a bigger shared instance that still has a neighbour.

Do I get more cores by paying for more RAM?

Only in the shapes we publish. Sizes are fixed rather than sliders, so the ratio of cores to memory is decided for you — which is also why there is no way to accidentally buy 16 GB with one core.
