Eight pinned cores or a dedicated server?

DS-2 is $160.90 a month plus a one-off $85.00 for sixteen threads and 64 GB. DC-32 is $189.90 a month for eight pinned cores and 32 GB, provisioned in about a minute, resizable, snapshottable and destroyable the same day. Metal is cheaper per core; the virtual platform is cheaper to change your mind about.

Is the RAM ECC?

Yes — the hosts under the virtual platform are AMD EPYC with ECC memory. The exact generation varies by region and over time; ask support which host type serves the region you are considering.
